Rhial N. Devine, specializes in the areas of real estate, advising clients on a variety of personal and business issues related to property ownership, management and litigation including disputes arising from the purchase and sale of a property, landlord/tenant leases and relationships, neighbor disputes, land use regulation and water rights. She is also experienced in business transactions/disputes and construction litigation representing developers, general contractors and homeowners associations. In addition, Ms. Devine established and managed the legal department of an architectural design and drafting company with offices in US and India. There, she negotiated and drafted international and domestic service contracts, advised architects and project managers regarding contract disputes and international business practices. She used her bilingual skills to act as the business process liaison between US and Indian employees.

Ms. Devine began her legal career handling cases in the areas of premises liability, automobile liability, subrogation, title insurance fraud, and legal and medical malpractice.

Trained and certified as a Community Mediator, Ms. Devine currently serves on the Conflict Resolution Panel at the Center for Human Development assisting and empowering individuals and organizations in Contra Costa County to engage, transform and resolve conflicts between customers/merchants, landlord/tenants and in the employment setting. She also volunteers with Shadhika, a non-profit organization providing grants to empower and support girls and young women in India facing a variety of human rights challenges. Additionally, Ms. Devine is active with the Volunteer Legal Services of Alameda County representing low income families in guardianship and family law proceedings.

Ms. Devine holds a B.A. in Communications from California State University, Chico. In 1998, she earned her Juris Doctor from Golden Gate University in San Francisco, California, where she was the recipient of the American Jurisprudence Award for Excellence in Criminal Law and the CALI Award for Excellence in Community Property. While in law school, Ms. Devine completed an externship with the Superior Court of Alameda County and interned with the California Lawyers for the Arts assisting artists in the resolution of various copyright infringement issues and contract disputes.

Ms. Devine is licensed to practice law in the State of California and the State of Nevada and is admitted to the United States District Courts in the Northern and Eastern Districts of California and District of Nevada. She is a member of the California Bar Association and Nevada Bar Association, and has been licensed to practice since 1998.
